MINUTES OF JANUARY 26, 2017
A meeting of the New York City Transit Riders Council (NYCTRC) was convened at 12:00 noon on January 26, 2017 in the 16th Floor of 2 Broadway, New York City.

S. Goldstein: Hasn’t seen Second Avenue Subway ridership numbers. Requests ridership for each SAS station.
Action Item: Get monthly ridership numbers for SAS E. Shannon: Because of extremely poor OTP subway performance, OTP is important to understanding the moving delays. S. Goldstein: Requests letter to MTA- NYCT identifying bottleneck points. Action Item: Request ridership bottleneck points from NYCT. E. Shannon: Performance metric discussion. A new metric- Excess Travel Time would capture rider experience better than Wait Assess. A. Albert: We are trying out a new NYCTRC minutes format. It will be brief and refer to video in-points. We welcome your input. Action Item: NYCTRC New format for minutes. |

| 19:50 | A. Albert: New fare discussion. The pressures from outside changed the decision on the fare from Option B to Option A. Now fares will be higher for the majority of the public and will take 20 trips to get a free ride from bonuses. Access-a-Ride fares should’ve been discussed separately. |

Albert: Amtrak’s East River Tunnel work will reduce LIRR capacity so we revised Freedom Ticket (FT) pilot proposal to read SE Queens to Jamaica/East New York/ Nostrand Ave and Atlantic Terminal. MTA announced FT pilot will move forward at Board Meeting. Pilot design by spring, with implementation in the fall. |

| 12:00 | A. Albert: Discussion of heavy rail vs. light rail. Light rail is not as noisy and runs more frequently.
T. Mason: with heavy rail you could possibly use existing LIRR rolling stock. AECOM study should be completed by summer and will include these issues. |

Mason: Shares information from Congresswoman Maloney’s press conference about – Phases 2 and 3 of SAS are on the first list of Infrastructure Building Priorities that is going to be put out by the Trump Administration. It is could be $14.2 billion. Transportation is being considered as part of infrastructure. |

C. Greif: ESI work stations will be closing in Bay Ridge Ave. station. Concern is with 86th St. Station. Will there be shuttle buses? You have Staten Island buses there, when riders get off the R train. D. Hall-Moore states ESI stations don’t currently have shuttle buses in the budget.
Action Item: Will there be shuttle buses at 86th St. Station Brooklyn? S. Goldstein: Let’s talk about station cleanliness. We should revisit the station conditions survey. Action Item: NYCTRC Station Condition Study: PES indicators, cleaning schedules, presentation materials, budget and staffing changes T. Mason: There are problems with station conditions and escalators. Action Item: Get the PES indicators and see how they line up with our concerns. |
