MTA Governance

The Chairman and CEO of the MTA, is appointed by the Governor of New York for a six year term, and presides over a 20-member board. All Board members are appointed by the Governor, some on the recommendation of City and County officials in the MTA service region.

There are:

  • 5 Governor appointees
  • 4 New York City Mayor recommendations
  • 1 recommendation from each of the 5 County Executives in the MTA service area excluding Connecticut. These board members, representing Dutchess, Putnam, Orange, and Rockland Counties, each have a quarter of one vote.
  • 3 nonvoting members representing riders of the Long Island Rail Road Commuter Council, the Metro-North Railroad Commuter Council, and the New York City Transit Riders Council
  • 3 nonvoting members representing the unions of the Long Island Rail Road, Metro-North Railroad, and New York City Transit

The MTA Board has nine committees:

  1. New York City Transit
  2. Long Island Rail Road Committee
  3. Metro-North Committee
  4. Capital Construction Committee
  5. Capital Program Oversight Committee
  6. Bridges and Tunnels Committee
  7. Safety Committee
  8. Finance Committee
  9. Audit Committee

MTA Agency Presidents

Each MTA agency is led by an agency president:

MTA New York City Transit (NYCT): Carmen Bianco
MTA Long Island Rail Road (LIRR): Patrick A. Nowakowski
MTA Metro-North Railroad (MNR): Joseph Giulietti
MTA Bridges and Tunnels (B&T): James Ferrara
MTA Capital Construction (CCC): Michael Horodniceanu
MTA Bus Company: Darryl Irick
