The New York metro area is a vibrant region, knit together by one of the world’s largest transportation networks. The MTA system benefits New Yorkers by sustaining economic strength, social equity, and neighborhood growth in our region.

Keeping NY on Track: The Importance of the MTA Transit Network in a Changing World broadens awareness of the importance of the MTA Capital Program in maintaining the broad range of benefits that the MTA transit network brings to our region. However, new challenges, including climate change and shifting ridership patterns, expose our transit network and region to new risks. A renewed commitment from New York State leaders to craft a long-term MTA investment strategy is now more critical than ever.

 

With two commuter railroads, one of the world’s largest subway networks, thousands of buses and many of the region’s major bridges and tunnels, the MTA’s transportation network plays a central role in the New York metro region. Investments that maintain and improve this vast system can help the region to maintain its vibrancy and economic strength.

Our report, Keeping NY on Track: The Importance of the MTA Transit Network in a Changing World broadens awareness of the importance of the MTA’s long-term investment strategy, with an eye towards pending New York State approval of the 2015-2019 Capital Program, by:

  • Articulating the broad benefits that the MTA brings to the New York metro region such as economic strength, social equity, neighborhood growth, and tourism
  • Explaining the history of the MTA Capital Program and providing an overview of the 2015-2019 Capital Program
  • Highlighting the risk of disinvestment in the wake of new dynamics facing the New York metro region.

A coalition spearheaded by Urban Land Institute’s New York District Council (ULI New York) and the Permanent Citizens Advisory Committee to the MTA (PCAC) was formed to work on this project. Participants include:

  • HR&A Advisors
  • Hornick Consulting
  • NYU Schack Institute of Real Estate

This report is the result of a sustained collaborative effort. Students from the NYU Schack Institute of Real Estate analyzed the importance of the MTA to the New York region, including a review of existing literature on transportation investment.

The PCAC and ULI New York organized and hosted 6 roundtables with regional leaders in transportation, real estate, policy, and business to gain their perspective on the MTA’s regional significance.

In collaboration with the PCAC and ULI-NY, HR&A Advisors conducted additional research and analysis on the MTA Capital Program, its impact on the region, and the importance of transportation investments in maintaining economic competitiveness.
