In August, the PCAC released its research report on emergency communication at the MTA operating agencies, Ladies and Gentlemen: This Is Not a Drill. . . . A Study of Internal and External Communication Policies. The report concluded that while the agencies have successfully responded to emergencies in operational terms, there exist major flaws in their internal and external communication practices.
